Zero Energy House Funding Approved


Zero Energy House Funding Approved:

HEDC Partners with Connecticut Housing Investment  Fund

and the Connecticut Light and Power Company. 

The Hamden Economic Development Corporation (HEDC) is pleased to announce that they have secured funds to design and build a Zero Energy House at 499 Newhall Street. This state of the art, energy efficient house will be located across the street from the new Hamden Business Incubator on Newhall Street. Funding in the amount of $462,000 will pay for all costs related to the project including design and construction costs, including energy efficiency features. The home will be 1,800 SF and will include a single family house, a garage and an in-law apartment.

Zero Energy Houses are high performance houses which use renewable energy to lower its annual energy consumption. Through various energy systems, including LEED certification and solar energy, the house will be able to offset all or most of its energy consumption. The house, which will include an in-law apartment above the garage, will be offered to a first time homeowner. The homeowner’s income will conform to the standard of 50% of median income, prorated for family size. The architect for the project will be Chris Widmer, who is experienced in designing affordable, zero energy housing.

This new project will be funded by both CT Housing Investment Fund (CHIF) and through a tax credit investment by the CT Light and Power Company (CL&P). HEDC was awarded $362,000 in predevelopment funds and construction financing from Connecticut Housing Investment Fund. The proceeds from the sale of this house and the investment of tax credits by CL&P will repay the loan funds. “We are thrilled to develop this important project with such generous partners such as CHIF and CL&P”, stated Dale Kroop, Executive Director of HEDC.

The Zero Energy House is another welcome addition to the Newhall community. Neighboring the Zero Energy House will be both the Hamden Business Incubator and the renovated Rochford Field and Villano Park. Construction should begin on both parks in early November 2014. It is anticipated that Rochford Field will be open in the spring of 2016, and will include a restored little league and large baseball field and walking track. Villano Park (formerly Milrock Park) will include new playground equipment, new tennis and basketball courts, a stage and many other pedestrian friendly recreation features. The Hamden Business Incubator, which is expecting its first tenants in 2015, is projected in the long-term to provide over 100 jobs and generate over $2 million in payroll. These new additions to the Newhall community are all a part of the revitalization effort that began with the soil remediation in the neighborhood and will improve the lives of residents, while insuring the long-term sustainability of southern Hamden.
